No other cases of fraud were found, except for 11 aspiring lawyers who cheated on the 2020 bar exams: Shanmugam Law and Home Minister K Shamugam address Parliament on May 9, 2022. Apart from the 11 aspiring lawyers who cheated in the 2020 bar exams, the Singapore Legal Training Institute (SILE) found no other cases of fraud, including in subsequent rounds of investigations, Justice Minister K Shanmugam said on Monday (9 May). In a speech to Parliament, he said there was “a difference” between whether or not it was fraudulent in exams and what SILE found. But Shanmugam, who is also home minister, reiterated that the institute had “found nothing else.” He noted that SILE stated that it had put in place additional safeguards to prevent fraud and introduced remote proctoring for online examinations. As for trainees who cheated, they will have to retake their preparatory course and/or bar exams next year, and the court adjourned their hearings for admission. Their applications for admission are heard at the end of the adjournment.
“To be admitted, they must convince all stakeholders involved that they are fit to practice law before they are allowed to do so,” Shanmudam said. HIGHEST STANDARDS OF HONESTY The situation needs to be discussed carefully, as the claims of cheating lawyers are still pending in court, Shanmudam said. He added that lawyers, as trustees, are expected to act in the best interests of their clients. At the same time, they owe the court “a very high duty.” “They must act with the highest standards of honesty to ensure that they can be relied upon with the utmost confidence,” he said. He added that fraud is a “serious deviation from the fundamental principle of honesty” and that any dishonest behaviour is “totally unacceptable”. “What will happen to the individual applications of trainee lawyers, how they will be handled, will be decided by the courts, taking into account the opinion of the respective institutions, which will present their views,” the minister said.
